Constitution
Article I: Name and Preamble
Section 1.0 The official name of the organization shall be the College of Agriculture Student Council .
Section 2.0 Major Purposes of the Organization
2.1 Establish an effective communication link between the students of the College of Agriculture, and the College of Agriculture Dean
2.2 Assist the ASUN College of Agriculture Senator in establishing an equal and unified representation of students in each Agriculture department.
2.3 Form a more accessible venue by which the students can assure their needs, concerns and interests are being met within the college.
Article II: Membership
Section 1.0 No person shall be denied membership on the basis of race, color, creed, nationality, age, sex, handicap or sexual orientation.
Section 2.0 Membership Requirements
2.1 All members must have a major within one of the departments in the College of Agriculture .
2.2 All members must have and maintain a minimum 2.2 cumulative GPA.
2.3 Members falling below the minimum GPA during the term of office will be placed on a one semester probationary period.
Section 3.0 New Members
3.1 Prospective members must file a standardized application to the council. Selected applicants will be interviewed by the council. Final decision on membership will be determined by a 2/3-majority vote.
3.2 Prospective members must meet membership requirements.
Section 4.0 Term of Office
4.1 Members will sit on the council chairs for a term of two years
4.2 There will be three representatives from each of the following departments: Biochemistry, Applied Economics and Statistics, Environmental Resource Sciences, and Veterinary Medicine.
4.21 Representatives will hold one of three seats in their respective departments. Seats are labeled as Seat One (1), Seat Two (2), and Seat Three (3).
4.3 In the fall of even years representatives in the departments of Biochemistry and AES will relinquish seat three (3), and the representatives in the departments of Vet Med and ERS will relinquish seats one and two (1 and 2) to new members.
4.4 In the fall of odd years representatives in the departments of Biochemistry and AES will relinquish seats one and two (1 and 2), and the representatives in the departments of Vet Med and ERS will relinquish seat three (3) to new members.
Section 5.0 Meeting Attendance
5.1 All meetings of the council are mandatory.
5.2 Advance notice to the council chair is required 24 hours before the meeting
5.3 Three or more unexcused absences by any member during the semester will be considered grounds for termination.
Section 6.0 Resignation of Active Members
6.1 Members wishing to resign from their seat must submit a written declaration of departure one month in advance of the final meeting to be attended.
Section 7.0 Termination of Active Members
7.1 Members of the council who fail to meet constitutional requirements will be asked to resign.
7.2 If members in poor standing do no resign, the council can terminate them by a vote of termination. This action requires a ¾ vote.
Article III: Officers
Section 1.0 Selection of Officers
1.1 The current ASUN College of Agriculture Senator will act as chairman of the College of Agriculture Student Council . In the event the senator does not wish to be the chairman, the council will elect a chairman by a 2/3-majority vote.
1.2 A second executive position of Pro-Tempore will be elected by a 2/3-majority vote.
Section 2.0 Term of Officers
2.1 The term of the chairman shall correspond to the term of the ASUN College of Agriculture Senator.
2.2 The prospective chairman will assume executive duties at the council meeting following the inauguration of the ASUN College of Agriculture Senator.
2.3 The term of Pro-Tempore will be one year.
2.4 The Pro-Tempore will be elected at the first meeting when the new members will assume position in the fall semesters.
Section 3.0 Duties of Chairman
3.1 Prepare and post agenda
3.2 Conduct meetings
Section 4.0 Duties of Pro-Tempore
4.1 Assume Executive duties in the absence of the Chairman
4.2 Record the minutes of council meetings, post them, and distribute to all the members prior to the next meeting.
Article IV: Executive Council
Section 1.0 The College of Agriculture Student Council will only require the executive positions of Chairman and Pro-Tempore. The specifics of each position is outlined in Article III.
Article V: Quorum
Section 1.0 Total membership of The College of Agriculture Student Council will be at minimum of 10.
Section 2.0 Quorum shall be required for the conduct of regular business at meetings.
Article VI: Paramilitary Procedures
Section 1.0 Council meetings shall be run according to Roberts Rules of Order, Latest Edition.
Article VII: Amendments
Section 1.0 Amendments to the Constitution
1.1 Prior notification of possible amendment to the Chairman is required
1.2 A suggestion to the council at the end of the meeting prior to the meeting in which the possible amendment will be discussed.
1.3 A fully drafted amendment is to be presented to the Chairman and distributed to all council members prior to writing the next meeting’s agenda.
1.4 The Constitution may be amended with a ¾ majority vote.
