Application Materials and Guidelines
Prospective partner organizations, after being approved to submit an application,
will be contacted by the host institution and will be requested to prepare the following
application materials for further consideration. The approval process could take
up to 6 months from the date of the submission of the letter of interest. The entire
application process could take as long as 1 year depending on scheduled meetings
of the executive board. The application material must contain:
- Legal name of
the organization signatory to the agreement. If applicable, name of the unit(s)
within the organization that will be closely working with the GBCESU.
- Brief description
of the scope of research, education and technical assistance areas where organization
or the unit(s) will be most involved in cooperative agreements/joint ventures.
- Name and full contact information for 3 individuals from the organization:
- A
technical representative or CESU agency coordinator to the GBCESU who will serve
as a member of the executive committee of GBCESU.
- Supervisor of the technical
representative or agency coordinator.
- Fiscal officer liaison for the GBCESU.
Include full name, telephone number, fax, physical address and email address for
all including verification that the individuals are assigned with commensurate time to work on GBCESU related activities.
- Previous association with GBCESU partner
institutions or agencies, including a list of projects (completed or on-going) involving
personnel from partner institutions or agencies.
- Academic partners must provide
- A list of faculty members and/or a description of the departmental expertise by
department, including telephone and email address contact information, and areas
of their specialization, particularly for those departments that have been involved
or who will potentially be involved in GBCESU projects within the scope described
under (2) above.
- An outline of special services being provided to federal partners
by the applicant.
- A description of the areas of strengths the academic partner
will bring to the CESU.
- Verification that the applicant accepts the maximum approved
overhead or Facilities and Administration rate (currently at 17.5%) for activities
undertaken through the CESU.
- A description of the administrative support, including
support for transferring funds to partner institutions, facilitating subcontracting
and receiving funds from CESU partners and through National CESU network.
- Any
special equipment, facilities or programs from which the GBCESU partners can benefit.
- The agencies must provide o A list of equipment, facilities or programs that would be of benefit to the GBCESU activities of the partners.
- Verification that
the agency is a member of the National CESU Council.
- A brief description of the
process of initiating new CESU projects and dissemination of such projects within
the CESU.
- The role of agency coordinator in facilitating the initiation of the
projects, keeping accurate records of the projects including project duration, funding,
PIs and any modifications to the project.
- Administrative support to ensure that
project activities are cooperative and/or joint venture among the partners.
- Verify
that upon approval to add as a new partner, it will pay a one-time assessment of
$10,000 to the host institution
After receiving these materials, the CESU will evaluate
the materials and may require an interview and a presentation by the prospective
applicant at the executive committee meeting. If application is approved by consensus
vote, the applicant will be notified and the CESU National Coordinator will issue
a new amendment to the agreement adding the new partner.
The amendment must be signed
by all current GBCESU partners except as provided in Article III.C.
